I have some familiarity with “USA” money going to Africa, giving gifts to evangelical churches orriented in mission: 1st , evangelization in The Name of Jesus, 2nd food, agricultural development, water management, orphans, education. When giving as citizen,as a USA individual,I have worn my consecration to the Catholic Church on my sleeve . ERGO: a Catholic, gifting to Christians who do not yet know themselves as Catholic . Hypothetical, if I were to obtain grant monies for a 501-C-3 which I started , I would gift by the mission of the 501-C-3, as organized in the order of charity just described.
All that to say, Cardinal Abongo, IMO, is correct on the geopolitics. Which asks, if he were given the money,how would he spend it ? AND, money going to Africa, by the USAID “model” , has been/ is being accomplished by innumerable organizations – some with “good” uses and some with “not so good” uses of money (from my Catholic perspective) . I venture to speculate, the vast majority of USAID granted organizations, with Africa mission statements ,are all about the “progressive” use of gifting money and resources ( “democracy” education, health care ( birth control, sterilization procedures, abortions ),and human “rights” ( LBGTQ +++, ) .
Cardinal Abongo is correct, if you get the agenda on Catholicism, Jesus #1 , giving money as a “pure” gift ( not pushing modernist USA ) , then God’s Will would happen with greater Joy and Peace ?
