I agree 100% with Vigano. What he says should be evident, even obvious, to conservative Catholics who try to live their lives according to historic Catholic teaching.
To those who defend Vatican II we should inquire what they think are the benefits the Church has derived from Vatican II. To my mind there are none. Rather Vatican II has been used to promote heresy in the Church and the results have been catastrophic.
There is only one answer regarding Vatican II which has been used by the devil to destroy the Church. That answer is this infamous Council must be abrogated in its entirety and the Church must return to its pre-Vatican liturgy and the theology of the Council of Trent.
